The bill (Reg. No. 2374) suggests regulating the procedure of organizing trade in alcoholic beverages through the Internet network. In particular, legislative suggestions stipulate: specifying the existing and defining new terms; detalization of duties of economic entities re carrying out payment transactions and ensuring conformity of amounts of cash, etc.
It was noted that legislative regulation of certain types of e-trade is inexpedient, for they are not of comprehensive and systemic character.
People’s deputies drew attention to the conclusion of the Central Scientific Experts Office making significant remarks to the bill. The Committee is preparing a systemic bill on matters of e-trade.
The decision was taken to establish the Expert Council at the Committee.
The main task of the members of the Expert Council shall be preparation of suggestions re refinement of legislative acts and initiatives.
According to the Committee Chairman, establishment of the Expert Council “will be a springboard for efficient legislative activity and establishment of a single global concept of IT branch development”.
